Calls keep giving Busy circuits

im using trixbox 2.2 and im having two trunks. The 1st one is linked to a voip provider and it works fine but when i see the asterisk -r it gives : recordingcheck|20080511-003225|1210455145.31: Outbound recording not enabled . calls are done correctly but is that fine?

im having the problem now with my FXO trunk. im using Astribank XR0030 from xorcom. i have zaptel 6.6 version. whenever i place a call the answer machine says " all circuits are busy now plz try ur call again later"
the asterisk -r gives this message > recordingcheck|20080511-003307|1210455187.33: Outbound recording not enabled

can any1 tell me whats wrong with my trunk ?
