Trixbox sometimes gives busy signal

I am using Trixbox v2.4.0. When people call in, sometimes they get a busy signal. It seams like Trixbox is asleep and IVR does not play. When they try several more times the Trixbox finally responds with the IVR recording and everything is fine.
If somebody could indicate me how to fix it that would be great,

What kind of trucks and hardware are you using? POTS? PRI?
I had a similar issue with a T1 line using the older D4 AMI coding. Occasionally, a call would come in and immediately get disconnected, the caller would then hear a message that the number was disconnected. I contacted the phone company and they did a trace and found out the problem on on their end.
You can also log into the asterisk via the command line
asterisk -rvvvvvv
Place a test call and see what is going on.
