looking for someone to develop semi complex script for asterisk/database

Here is what I want:
Info put into DB (Ill get it in there, you just work with it)
Name, Phone#, Status, Misc Detail 1, Misc Detail 2, Time-To-Call, NameRec

1-Script runs
2-Checks to see what entries are either Status=NoAnswer or Time-To-Call has passed (so it is now time to call)
3- Initializes a swift (cepstral) command to build a sound file from a script using the name, and misc detail feilds + some prewritten speech
4-Places a call to the phone#
5-Runs AMD answering machine detect
6-If Human, Plays Message
6a- If Machine, Hangs up (or if you know how to get it to play the message after the beep)
7- At the end of the message the user has 3 Options
#1 to Confirm receipt of message
User is then asked to say their name after a tone (Recorded to a file, maintained on system, by DB)
#0 to speak to a rep
User is connected to a rep predefined
#5 to repeat ->Replays the message and these options up to two times more.
8- It waits 15 seconds for input, then hangs up, updates status
1- Status Confirmed
0- Rep
5-Repeated
No Answer-> No Answer
Answer but no tones- >Answered
9-Goes onto next call, deletes the previous Ceptral wav generated.

Script should be able to make multiple concurrent calls (up to 15)

Obviously feel free to change this to something you feel would work better.
This is going to run on an AMD machine with Athlon XP3000 1.5gb ram and TDM400 card (not for making outgoing calls, only incoming, but its there (dont know if this alters your programming))

Let me know if you think this can be done, and at what cost.
The DB is not designed and I can build it to help with the programming needs
