No oubound calls, inbound ok

Previously was having issue with inbound calls, resolved that one!
Now... I dial from a snom 320 phone and it is dead air then hangs up.
I have set all inbound, outbound, ext's, etc... what am i missing??
please advise!

Observe the Asterisk CLI, what do you see when you attempt to make an outbound call?

It appears to be normal. It shows the sip info... received from sip 108@192.168.4.253 calling "then the number I dialed"

What would be a tip off something is up?
The PBX is rebooting at present...
