Permanently enable call forward on busy

Hi all.
I would like to enable call forward on busy permanently. Is there a config-file I can write these forwards in. In stead of calling *90 on every extension?
When I call *90 and make a call forward on busy, will this still be enabled when I reload the asterisk server or even reboot the server?
