Cascaded out Calling

I'd like to offer $1000 to someone who can come up with a cascaded outcalling system, similar to the Avaya offering.
If a user calls and leaves a message in a mailbox, the system should call a list of pagers / phones in order and either play the message, or play a message that allows you to call back in and hear the messsage.
this continues until a party deletes the message in the mailbox.
This is used constantly in the service business for emergency calls, for example.
