SIP Trunk and FollowMe

Hi Everyone,
I've been searching around, and haven’t found a solution to this problem yet.
I have three outgoing channels, My Main Zaptel Interface (Single Channel) and two VoipVoip.com channels (SIP Trunk). I am trying to use the follow me feature and it works fine on internal extensions but i get a Congestion error message when I try to transfer to an outside cell #
In my outgoing routes I have my SIP provider set as first in line, and it works fine when I hit 9+# (Local or LD). Any suggestions?
