HUD client does not show the other extensions

The HUD client does not show the other extensions. All extensions are in the Basic Human Rights group and they all have the "In HUD" option selected as yes. They have the permission to view all extensions and their status.
The only thing that is a little out of the normal is that the extension range is 4 digits begining with a 0. The HUD client shows your own extension as a 3 digit extension number and has dropped the 0 from the begining. It does however show the entire 4 digits and name of the extension that is calling it.
The Basic Human Rights group will not accept an being assigned an extension number begining with 0 either.
Can someone tell me what is going wrong with the server? Its 115990.
