RESYNC Card 1 Span x Echo Loop

How do I stop the "RESYNC CARD 1" message echo loop? There are two fade green flash on both ports of R2T1.
Here's an abbreviated of the steps:
clean install of trixbox 2.4.2 on i686 with Rhino R2T1
upgrade firmware to 1.12
rpm rhino drivers 1.4.7 for tribox CE and installed
edit /etc/zaptel.conf:
span=1,1,0,esf,b8zs
bchan=1-23
dchan=24
edit /etc/asterisk/zapata.conf:
switchtype=national
context=ext-did
signalling=pri_cpe
group=1
channel => 1-23
edit etc/sysconfig/zaptel
all modules commented out, except MODULES="$MODULES r2t1"
modprobe rxt1
add sip extension in asterisk
add zap trunk in asterisk
genzaptelconf
ztcfg -vvv
Scrolling message displayed:
RESYNC Card 1 Span 2
R2T1: SPAN 2: Secondary Sync Source
RESYNC Card 1 Span 1
R2T1: SPAN 1: Primary Sync Source
